Commentary:
The Superintendent of Schools Office is unable to acquire construction funding of its own through local bonds, developer fees, or other means typical for most public school districts. Therefore 100% of the total project cost was funded through the State of California’s Financial Hardship Program. The Hardship Program provides limited funds for the design phases and construction. As the project developed, some cost reductions were identified through a value engineering process; by simplifying some of the site patterns and other items, we were able to maintain the integrity of the project and keep it on budget.
