Commentary:
To finance the project, the state Legislature authorized $17.5 million in bonds and the institution announced a $10 million capital campaign. The building program was expanded to include a student community center, and a student fee was approved to secure the additional project funding. Life-cycle cost analyses were performed on a number of building systems including interior demountable partitions, on-site wastewater cleaning, and mechanical systems. The client mandated that utility costs be 70% lower than the adjacent School of Public Health and that actual construction costs were not to exceed 105% of the cost of a conventional building.
